A new video flythrough of BPTW’s Harbour Village masterplan has been released by developer Bellway, marking the sales launch of the new homes in Phase 1.

The landmark 12-hectare scheme on the Thames Estuary in Ebbsfleet Garden City regenerates the former Northfleet Cement Works. The design creates a sustainable riverfront neighbourhood with 535 mixed-tenure houses and apartments surrounded by landscaped public spaces. Harbour Village is part of the Ebbsfleet Garden City development that brings 15,000 new homes to the area alongside shops, commercial and office space, parks and public open space.

As masterplanner and detail design architect, BPTW’s scheme includes new routes and vistas connecting Ebbsfleet with the Thames and a new riverside promenade that encourages the site to become a local leisure destination. The development also benefits from improved public transport links, including the proposed Fastrack bus route that links Ebbsfleet Garden City to Ebbsfleet International.

BPTW devised a series of architectural character areas to inform the masterplan’s design and create a cohesive network of streets and landscaped open spaces that support wildlife habitats and biodiversity. The region’s industrial heritage inspired BPTW’s design proposals, which include pitched roofs with prominent gable ends and chimney details referencing the site’s historic kilns. The homes use a fabric-first approach and benefit from onsite energy generation, such as PV panels, to support a commitment to reducing carbon emissions beyond the Building Regulations Part L. Harbour Village was nominated for the 2022 Housing Design Awards.

The three-phase masterplan was granted outline planning permission in 2020. Phase 1b is under construction, with the new homes and associated Chimney View Park expected to be completed soon.
