BPTW celebrates three key planning approvals within the Ebbsfleet Development Corporation (EDC), with successes for Abacus Corner and Phase 3B of Harbour Village for Bellway Homes (Thames Gateway), and Ashmere Parcels 12 & 13 for Dandara South East.
Across all three schemes, BPTW worked closely with EDC planning and design officers, engaging throughout the process to test and refine proposals in response to both strategic and site-specific requirements. This collaborative approach has been key to securing positive outcomes at committee and maintaining a consistent design quality across all reserved matters proposals.

Abacus Corner and Harbour Village Phase 3B form the ‘final pieces of the puzzle’ at Harbour Village for Bellway Homes. Combined, the two adjacent schemes received unanimous approval for 107 new homes from EDC committee members.
Following approval for the outline application in 2020. This Reserved Matters application for 39 new homes for Phase 3B completes a series of previous approvals delivered by BPTW for Bellway Homes and represents the culmination of BPTW’s involvement in securing planning approvals for all residential phases of the masterplan.
Abacus Corner is an adjacent site outside of the masterplan area and represents a Full Planning application for 68 new homes designed to tie in with the architectural vernacular of Phase 3B and the wider Harbour Village masterplan.
The two connected designs respond to challenging site conditions, including significant level changes and the riverside setting, embracing these characteristics as opportunities to shape a varied and engaging sequence of buildings and public spaces. An integrated ramped landscaping proposal creates accessible connections across the site while opening up views towards the water.
Building on the established masterplan principles, the proposals reinforce strong connections to the waterfront and reflect a cohesive architectural approach across a range of character areas. The design also draws on the site’s industrial heritage through material detailing and articulation, contributing to a distinctive sense of place. The development supports sustainable movement, including provision for an extension to the Fastrack route with integrated cycling infrastructure, reinforcing its highly accessible location.
The proposals were positively received by EDC and commended for their ‘striking riverfront elevations’ and integration within the wider context and site heritage. This approval brings the total number of homes designed by BPTW and approved at Harbour Village and Abacus Corner to 631.

Ashmere Parcels 12 & 13 for Dandara South East, continues BPTW’s involvement within the Eastern Quarry masterplan and follow’s BPTW’s earlier approval for Ashmere Parcel 10 in December 2025. The application received unanimous approval with a positive response from the planning committee to the architectural design, led by BPTW Director Peter Sofoluke.
The scheme is a reserved matters residential development located on a vacant site to the east of the newly forming Ashmere Village masterplan. The site’s eastern edge fronts on to the linear Major Urban Park which forms an extensive landscaped buffer between the Ashmere and Alkerden villages. Its other edges are highly constrained and include the Fastrack (a bus and cycle only route) to the north, a pumping station and new Neighbourhood Green to the south west corner as well as constrained vehicular access opportunities along the primary road to the south-east and secondary street bisecting the parcels.
These constraints presented opportunities in the site layout to develop well landscaped and pedestrian focused street typologies with a clear hierarchy that promotes connectivity to the surrounding open spaces and a contextually responsive house type along the south edge. Architecturally, the design narrative is structured around two narrative zones that build on the masterplan character areas and provide an opportunity to establish key principles for future adjacent developments:
Settlement Centre / Edge – Reflecting ordered street patterns, massing hierarchy and the edge condition experienced in former Roman and Georgian settlements
Industrial Quarter – Drawing inspiration from the chalk cement production process formally present in the area.
Councillors praised the proposal for its aspiration to promote a balanced and inclusive community, appealing to a variety of lifestyles by providing 25% affordable housing and 75% Single-family-rental homes. The tenure and typology approach aims to create a diverse mix of dwellings ranging from one-bedroom apartments to four-bedroom houses. Councillors also highly praised the design approach to developing the character areas welcoming the treatment of key gateway moments across the industrial area, as well as the homes fronting the Major Urban Park and Fastrack.
Combined, these three applications represent 250 new homes increasing BPTW’s total number of homes designed within Eastern Quarry to 838 and 1,476 homes with the Ebbsfleet Development Corporation area
